The transfer will reportedly earn the Championship outfit in excess of £30million should certain performance targets be met.
It has also been claimed by German outlet BILD that Bellingham has sealed a five-year contract – and will earn €3m (£2.7m) in wages each year, with an overall total of €15m (£13.5m).
Dortmund chiefs are said to be delighted after wrapping up negotiations for the midfielder, and will harbour ambitions that Bellingham will become an invaluable asset in a similar vein to Jadon Sancho.
The young prodigy was highly coveted by several elite European clubs, despite having only broken into Birmingham’s first team this season, with Bayern Munich also falling by the wayside.

Old Trafford chiefs had rolled out the red carpet for Bellingham earlier this year in an attempt to convince him to choose to develop at the club.
The teenager was given a guided tour, along with his parents, around the Carrington training complex and Sir Alex Ferguson was even present.
Sportsmail understands, however, that Dortmund’s success in paving the way for England ace Sancho’s stardom has played a major role in convincing Bellingham to head to the Bundesliga.
Bellingham will likely play a part in Birmingham’s final Championship game of the season, a home clash against Derby County on Wednesday, before bidding a fond farewell to his boyhood club.
The 17-year-old has made over 40 appearances this term despite earning just £145-a-week
The talent has made 42 appearances in all competitions this campaign, despite earning just £145-a-week on his schoolboy terms.
His heavily increased wage packet at Dortmund is an indication of the belief in him that his new club hold.
Bellingham became Birmingham’s youngest ever player in August 2019 when he made his first-team bow aged just 16 years and 38 days.
He further endeared himself to the club’s fanbase after netting the winner against Stoke on his home debut.
