[ad_1]

Five years of GST regime: How have the states fared?

0

[ad_1]

The introduction of the Goods and Services Tax (GST) at midnight on June 30, 2017, marked the end of nearly a decade-long negotiation between the states and the Centre. Evolving a consensus on such a contentious issue of vital importance to the fiscal regime, particularly of the states, was unsurprisingly a long-drawn process. It may be recalled that value-added tax (VAT) on goods used to be the most buoyant source of revenue for states earlier, contributing as much as 50%-60% of their own tax revenues. They had the autonomy to vary the VAT rates on different goods, as and when needed, for their revenue requirements.

Under the GST regime, they were required to voluntarily surrender this autonomy. Quite understandably, states were concerned about their revenue losses under the proposed new tax regime. Accordingly, a “revenue under protection” (RUP) was put in place and states were given an assurance, incorporated in the legislation, that GST revenue in a year (over the initial five years) shall not be less than their assured RUP, ie what they would have raised from taxes subsumed under GST assuming an annual growth rate of 14%. A special GST cess was also agreed upon.

With GST completing five years last week and the RUP period over (at least in the current form), it is worthwhile to assess how the states fared during this transition period. For this purpose, we analysed the GST revenue of 21 large states between 2017-18 and 2020-21 vis-à-vis their RUP for these years (data for FY 2022 was not yet available). With the exception of Andhra Pradesh and Telangana in 2018-19, all these states suffered revenue losses (ie actual GST revenue fell short of RUP) each year. The average revenue loss for different states over the four-year period ranged between 10% (Telangana) and 44.3% (Punjab). The average (median) loss for all the states taken together is around 25%. Revenue losses of Punjab, Himachal Pradesh, Uttarakhand, Goa, and Chhattisgarh exceeded 30% for the whole period (Odisha’s loss was 29.6%).

An analysis of the data suggests that revenue loss was higher for states with a higher share of manufacturing and mining in their Gross State Domestic Product (GSDP). For states, the introduction of GST shifted the tax base from production to consumption.

Further, unlike VAT, which was an origin-based tax, GST was a destination-based tax. For example, earlier, if steel produced in Odisha was purchased and used by an industry in Punjab, the producer state of origin used to get some revenue through the levy of Central Sales Tax (CST). Under the GST regime, however, the full tax on the transaction accrued to the destination state (i.e. Punjab). No tax revenue accrued to Odisha in this case.

By design, therefore, states with a larger share of manufacturing and mining were likely to suffer relatively higher revenue losses. This possibly explains why Goa, Himachal Pradesh, and Uttarakhand – with a high share of manufacturing in their GSDP – suffered the steepest losses in revenue. Relatively higher losses in Odisha and Chhattisgarh were also similarly explained, by the high share of mining in their GSDP. For Punjab, the loss of revenue from the purchase tax on paddy and wheat, which was subsumed in GST, was a possible explanation.

.
.
.
.

When GST was launched in 2017, it was assumed that its implementation would stabilise over five years. However, the Covid-19-induced global recession derailed the planned stabilisation of GST by at least a couple of years.

Against this backdrop, what is the way forward? Should the states be left to fend for themselves from this point on? That would perhaps be unfair to the states, as they have not got the requisite transition period to stabilise the implementation of GST. On other hand, the Centre’s exchequer too has suffered massively on account of the pandemic. As such, it might not be pragmatic to extend the existing compensation mechanism, which many experts anyway describe as too generous.

A solution will need to tread the middle path, balancing the concerns of both the states and the Centre. One possible suggestion on the table is M Govinda Rao’s proposal to revise the scheme and link the rate of growth for calculating RUP to the state’s growth rate of GSDP. This ensures a floor level of GST revenue for the states and also possibly mitigates the problem of “moral hazard” which is inherent in such a revenue guarantee scheme. It is quite likely that states may have some better solutions in this regard. What is critical at this juncture is to work out a consensual formula well before the tenure of the existing compensation scheme expires.

Biden’s FAA Nominee Would Bring Management Skills to the Job

0

[ad_1]

Skift Take

Managerial skills may be what President Biden is going for with his nomination of transit executive Phil Washington to lead the FAA. After this summer of flying mayhem, managerial skills may be what’s needed most now.

President Joseph Biden named airport and transit executive Phil Washington as his nominee to lead the Federal Aviation Administration, following on the heels of former Delta Air Lines executive Steve Dickson who left suddenly earlier this year.

If confirmed, Washington would take the helm of the FAA following what is a disastrous summer for airline operations in the U.S. The regulator has come under fire from airlines for what they claim are understaffed air traffic control centers, while the an elevated number of flight delays and cancellations has raised the ire of Congress. Senator Bernie Sanders (D-Vt.) has described the situation as “unacceptable” and called on the Department of Transportation and FAA to take action.

Washington, born in Chicago in 1958, would bring broad transportation managerial skills to the FAA, a large organization with an annual budget of roughly $18.5 billion and 45,000 staff across the country. What he lacks is much aviation-specific experience having only worked as CEO of Denver International Airport — the third busiest in the U.S. last year — since July 2021. He previously led the Los Angeles Metro from 2015 through 2021, and Denver’s transit agency from 2009 to 2015.

Washington’s lack of aviation knowhow is a departure from the last FAA administrator. Dickson, who was previously vice president of operations at Delta and a pilot at the carrier, resigned two years into his five-year term in March. During his brief tenure, Dickson oversaw the re-certification of the Boeing 737 Max, and worked to rebuild public trust in the regulator after its oversight — or lack thereof — was widely considered a contributing factor in the two fatal crashes of Max aircraft.

But managerial skills may be just what the Biden is looking for. The FAA is one of the largest organizations in the U.S. government, and oversees a critical sector of the U.S. economy. The White House statement Wednesday on the nomination, while lacking any specific comment on why Biden selected Washington, did emphasize his background leading large public organizations.

In addition, Politico reported that Washington was a key advisor to Biden on infrastructure issues during the 2020 campaign, and served on the president’s transition team.

“Phil’s deep expertise in transportation, his service in the military, and his track record helping Americans safely get where they need to go, make him the right leader to help meet today’s aviation challenges and prepare for the future,” Transportation Secretary Pete Buttigieg said in a statement. He added that he was “thrilled” with the nomination.

Washington would have his hands full if confirmed. What the regulator could do to rectify issues with airline operations is unclear, particularly given the long lead times needed to hire and train new airline and air traffic control staff. United operations chief Jon Roitman warned staff Tuesday that it could last into the fall. And the next administrator will also likely be tasked with addressing the pilot shortage that many U.S. airlines face.

In addition, following the 737 Max debacle, the FAA has slowed its certification of new aircraft. This has delayed approval of several new Boeing models, which has in turn forced some airlines to look for alternative options — including using aircraft from rival Airbus — to meet their fleet needs amid mounting delays. Boeing is the largest U.S. exporter.

Washington’s nomination comes after a months-long search for a new FAA administrator. Among those considered for the role include United pilot and former Ohio congressman John Boccieri; Deborah Hersman, the former chairman of the National Transportation Safety Board; Bradley Mims, deputy administrator of the FAA; and Sully Sullenberger, pilot of the US Airways flight that crashed on the Hudson River in 2009 and the U.S. representative to the International Civil Aviation Organization, or ICAO.

A spokesperson for the Denver airport declined to comment on Washington’s nomination.

‘I thought that ship had sailed’: Nick Kyrgios admits he felt he had wasted his Grand Slam chance as the Aussie bad boy reaches his first major semi-final at Wimbledon after beating Cristian Garin

Nick Kyrgios admitted that he had missed his opportunity, as he reached his first-ever grand slam semi-finals after steaming past Cristian Garin in straight sets.

The controversial Australian, whose antics this fortnight have thrilled and appalled in equal measure, reached the last four at Wimbledon with a commanding 6-4 6-3 7-6 (5) victory.

Kyrgios, now 27, has long been regarded as having all the talent to win major tournaments, but almost none of the application.

The controversial Australian admitted that he felt he had missed his window for success

But after cruising past Garin – and armed with a 2-0 winning record over most likely final opponent Novak Djokovic – the self-styled bad boy of tennis might finally be about to come good.

Kyrgios, speaking on the court after his win: ‘An amazing atmosphere again. I never thought I’d be in the semi-final of a Grand Slam. I thought that ship had sailed – that I may have wasted that window in my career.

‘I’m really happy I was able to come out here with my team and put on a performance.’

People often criticise Kyrgios for not caring because he doesn’t have a coach, and never has had a full-time coach in his career, but he hit back at those remarks after his impressive victory.

‘I don’t have a coach I would never put that burden on someone! Each and every one of my team plays a very important role.

‘No-one knows my tennis more than I do, I’ve been playing this sport since I was seven and I’m very happy.

‘I felt I was playing on the back foot a lot. Garin’s a hell of a player. I got lucky on a couple of break points so I’ll take that and will prepare for my next match.’

Kyrgios also revealed that there is plenty of work to be done, but first he go recover, and then prepare for his semi-final match.

‘There’s a lot to be done, go back, dad will cook us dinner as always, we’ll eat it and just chill out.’
