Le président sud-africain Cyril Ramaphosa a annoncé jeudi que les élections générales auraient lieu le 8 mai, dans un long discours devant le Parlement largement consacré à la relance de l’économie et à la lutte contre la corruption.


À la tête du pays depuis un an, Cyril Ramaphosa a assuré que son pays était « sur la voie de la croissance et du renouveau », après la « période d’instabilité et de perte de confiance » du règne de son sulfureux prédécesseur Jacob Zuma (2009-2018). »Nous pouvons attester des progrès sensibles accomplis depuis l’an dernier », s’est félicité celui qui a pris le pouvoir le 15 février 2018 après la démission précipitée de Jacob Zuma.

Seule annonce concrète de son discours annuel sur l’état de la nation, le chef de l’État a décidé de « fixer au 8 mai 2019 la date des élections » générales. Loin des applaudissements nourris qu’il avait suscités il y a un an, Cyril Ramaphosa n’a recueilli cette fois que des applaudissements polis du Parlement, mais il a évité les lazzis et les esclandres promis par la gauche radicale.

Malgré ses engagements de rompre avec les pratiques de l’ère Zuma, son parti, le Congrès national africain (ANC), reste englué dans les scandales de corruption.

Ces dernières semaines, des dirigeants repentis de l’entreprise privée de sécurité Bosasa ont livré à une commission d’enquête des témoignages accablants sur les pots-de-vin versés à des ministres, élus et hauts fonctionnaires proches de l’ANC, dont certains encore en fonction.

Plus embarrassant encore, le président sud-africain a dû récemment reconnaître qu’il avait lui-même reçu une contribution électorale de Bosasa.

« Rétablir l’intégrité »

« Ces révélations (…) sont très troublantes, car elles révèlent l’ampleur des pratiques criminelles qui mettent en péril les fondations de notre démocratie », a-t-il concédé jeudi.

Face à une opposition sceptique mais qui s’est abstenue de tout esclandre, le chef de l’État a promis de « rétablir l’intégrité » des institutions et de « poursuivre » les personnes mises en cause dans les enquêtes en cours. Fort opportunément, la police a arrêté mercredi cinq personnes soupçonnées de corruption, dans le cadre d’une enquête ouverte en… 2009.

Cyril Ramaphosa s’est également engagé jeudi à remettre sur pied les nombreuses entreprises publiques « sérieusement mises à mal par la mauvaise gestion et la corruption » sous le règne de son prédécesseur.

Il a notamment promis un plan de sauvetage du géant public de l’électricité Eskom, qui affiche une dette abyssale de 419 milliards de rands (plus de 27 milliards d’euros).

« Eskom est en crise et fait peser un grand risque sur toute l’Afrique du Sud », a dit Cyril Ramaphosa, « nous voulons que nos entreprises d’Etat soient en mesure de remplir leur rôle pour le développement de l’économie ».

Le chef de l’Etat s’est également longuement attardé sur ses efforts pour sortir le pays de l’ornière économique.

La croissance de la première puissance industrielle du continent africain continue à patiner – 1,8% de croissance anticipé pour 2018 – et son taux de chômage reste endémique (27,5%).

L’ANC part favori

« Nous avons presque doublé le nombre d’emplois que nous créons chaque année », a tenté de rassurer Cyril Ramaphosa, annonçant aussi une forte hausse des investissements étrangers.

Hasard du calendrier, le groupe français Total a annoncé jeudi matin la découverte d’un « important » gisement d’hydrocarbures au large des côtes sud de l’Afrique du Sud. « Ca change la donne », s’est réjoui le chef de l’Etat.

L’opposition a, sans surprise, sévèrement jugé son discours et son bilan depuis un an. « C’est un beau discours mais ce que nous voulons, c’est que tout le monde ait un emploi », a réagi le chef de l’Alliance démocratique (DA), Mmusi Maimane, « il n’a rien dit pour nous assurer que les corrompus iraient en prison ».

Cyril Ramaphosa a conclu son discours en incitant ses concitoyens à retrouver l’optimisme qui s’était emparé du pays au moment de la chute de l’apartheid et des premières élections libres, il y a tout juste un quart de siècle.

« A certains moments, la vague de bonté humaine qui nous a permis de nous réconcilier en 1994 semble avoir disparu. Mais nous ne céderons pas au pessimisme et au défaitisme », a-t-il lancé, « la tâche qui nous attend est considérable ».

Malgré sa baisse de popularité, l’ANC part largement favori des prochaines élections. Au pouvoir depuis 1994, le parti de feu Nelson Mandela devrait conserver sa majorité absolue au Parlement et Cyril Ramaphosa son mandat de président, selon les plus récents sondages. En Afrique du Sud, le chef de l’État est élu par les députés.

The Norwegian has excelled since succeeding Jose Mourinho on a caretaker basis, overseeing nine victories from 10 matches, and remaining undefeated to transform the club’s season.

Saturday’s fixture at Craven Cottage represents the start of a period that is expected to influence whether Solskjaer remains at Old Trafford – in the coming weeks they also face Paris Saint-Germain in the Champions League, Chelsea and Liverpool.

Saturday’s fixture could also reunite Ranieri with Anthony Martial. As Monaco manager, he engineered his arrival at the Ligue 1 club for a remarkably low fee two years before his departure for what could eventually cost United £58million.

‘I signed him for £5million, it was good business,’ said the 67-year-old. ‘He was fantastic. I watched him during the Under-21s match against Monaco and was impressed.

‘When the chance came to buy, I said ‘Take this guy because for me he could have a good future’. He came to Manchester and well done to him.

‘He’s very good; can dribble; strong; fast. There are so many good players, (Paul) Pogba, (Marcus) Rashford; so many. We must be concentrated and strong, positive to show our personality during the game.’

Rodrigues passe en alerte 1. Dans un communiqué émis à 10h10, ce vendredi 8 février, la station météorologique de Vacoas indique que le cyclone tropical Gelena s’est intensifié en un cyclone tropical intense.

À 10 heures ce matin, le cyclone Gelena était centré à environ 1 090 km au nord-ouest de Rodrigues soit en latitude 15 degrés sud et longitude 54.4 degrés est. Il se déplace dans une direction générale du sud sud-est à environ 12 km/h.

Selon la station météorologique de Vacoas, le cyclone tropical intense Gelena changera de trajectoire durant la journée de ce vendredi et se rapprochera davantage de Rodrigues. Dans ce cas de figure, Gelena pourrait  représenter une menace pour Rodrigues.

Le pourcentage de réussite des lauréats cuvée 2018 a augmenté 74,9% contre 74,3% en 2017 : c’est ce qu’a affirmé le Premier ministre, Pravind Jugnauth lors d’un point de presse, en marge de la proclamation de 45 lauréats. Peu avant, il a apposé sa signature sur la liste des lauréats cuvée 2018.

En revanche, Pravind Jugnauth a dit noter une baisse de performances à Rodrigues. Le taux de réussite qui était de 69,5% en 2017 est passé à 63,7% pour la cuvée 2018.

«La nouvelle tendance se veut être la révolution numérique. Cela est en train de boulverser les traditions.Nous ne pouvons pas nous permettre de rater le train», a soutenu le Premier ministre. «Nous devons être en phase avec la modernité», a-t-il ajouté. Tout en félicitant les élèves qui ont réussi à leurs examens de HSC, le Premier ministre félicité les lauréats de la cuvée 2018, les enseignants et les parents.

Auparavant au début de son intervention, Pravind Jugnauth a souligné qu’une liste de 45 lauréats sera proclamée par la ministre de tutelle, Leela Devi Dookun-Luchoomun. Il a annoncé que 24 lauréats additionnels seront désignés, selon des critères académiques et sociales.

Il a rappelé que le gouvernement a augmenté le seuil de revenus des parents des lauréats. Pour la 1ère catégorie de 16 lauréats, le seuil de revenus est passé de Rs 12 000 à Rs 16 000 ; pour la 2e catégorie de 8 lauréats, le seuil est passé de Rs 6 200 à Rs 9 500, a-t-il expliqué.

«Cela donne la chance à un plus grand nombre de candidats d’être éligibles à cette bourse sociale», a renchérit le Premier ministre. Il est revenu sur la gratuité de l’enseignement tertiaire dans les institutions tertiaires publiques qui est qualifiée de «révolutionnaire.» «Nous prônons une plus grande ouverture aux jeunes et donnons la chance à tous nos enfants d’accéder à l’éducation tertiaire»,  a-t-il déclaré.

An outbreak of equine flu has forced the cancellation of all British racing on Thursday.

The British Horseracing Authority (BHA) made the decision on Wednesday night after the Animal Health Trust confirmed three positives tests from vaccinated horses in an active racing yard. 

Here, Sportsmail takes a look at the disease which has put a stop to racing across Britain.

What is equine flu?

It is a highly contagious respiratory disease which can affect horses, donkeys and mules of any age, sex or breed and it is not restricted to a season.

A statement by the BHA on Thursday morning read: ‘All British race horses are vaccinated against equine influenza. However this strain has affected vaccinated horses.

‘The disease may be serious in unvaccinated horses, although symptoms in vaccinated horses are usually mild and transient. 

‘Symptoms may include a raised temperature, a cough and nasal discharge. Humans are not at risk from the virus though can be transmitters of the virus.’ 

How can it be transmitted?

By air ‘over reasonable distances’ or passed from horse to horse by contact nose-to-nose or by people who come into contact with them. 

The virus can also spread by food and drink as well as grooming equipment.

How severe is the disease?

It is not normally fatal to healthy adult horses. However, it can be dangerous to young foals, mares in foal, horses who are already ill or those that have not been vaccinated.

What’s happened?

After Thursday’s meetings at Ffos Las, Doncaster, Huntingdon and Chelmsford were all called off the BHA provided an update on Thursday morning. 

The statement read: ‘Racing was shut down today as a precautionary measure to restrict the movement of thoroughbred race horses and prevent any further spread of the virus. This is a standard contingency in the event of an infectious disease affecting our horses. 

‘It was essential that racing be stood down today and controls on movements of horses be put in place in order to attempt to control the spread of the disease, and the decision was taken swiftly last night that this course of action should be taken, once the extent of the issue was known. The BHA consulted with its veterinary committee before making this decision.’

Wolverhampton issued an update via Twitter, announcing this weekend’s card will not take place.

It read: ‘Following today’s announcement by the BHA Saturday’s meeting is cancelled – we will be working with BHA and Animal Health Trust to make sure that our racecourses take every measure to maintain high levels of biosecurity.’

Donald McCain confirmed that three horses in his yard tested positive for equine influenza. 

As of Thursday afternoon Oddschecker had taken 83 per cent less bets on horse racing compared to the day before. Punters also placed less than half the normal amount of ante-post bets with the odds comparison website.

The BHA announced later on Thursday that racing will not resume until February 13 at the earliest.

When will racing resume? 

A statement from the BHA on Thursday afternoon read: ‘The British Horseracing Authority (BHA) has this afternoon taken the decision that racing will not resume in Britain until Wednesday 13 February at the earliest, including fixtures programmed by the Point-to-Point Authority.

‘The BHA’s veterinary team has today been in contact with more than 50 trainers and veterinarians to allow it to make an informed assessment of the risk of equine influenza spreading. 

‘Whilst no further positive tests have been received, at least three more days are required before it will be possible to make a decision about whether it is safe to resume racing.

‘The disease can take up to three days before symptoms are visible, meaning it will take until Sunday at the earliest before the BHA can gather all the information required. 

‘This approach will allow samples to be collected and assessed by the Animal Health Trust in order that a fully informed decision can be made on Monday. This may then allow declarations to take place on Tuesday in time for racing on Wednesday, with 24 hour declarations for all fixtures on this day, should racing be able to resume. Declarations for Thursday would revert to the usual procedures.’  

What action is being taken? 

Racing at Thurles in Ireland went ahead on Thursday while four meetings fell victim to the outbreak of the disease. 

Trainers have cooperated and measures have been put in place to tackle equine flu. 

The BHA statement on Thursday afternoon continued: ‘We are grateful to trainers and veterinarians for the rapid flow of information and feedback we have received today. Because of this, we have been able to make an informed decision earlier than we expected and before we have any test results back from horses from the affected yards that travelled to the three meetings.

‘Trainers support a precautionary approach and we thank them for the collaborative manner in which they have worked with us to address this unfolding situation.

‘This precautionary approach is intended to ensure we put the health of the horse population and control of the virus first, and avoid any unnecessary risk that might come from returning to racing too quickly. We appreciate the impact that this may have on the sport commercially, but disease control in order to mitigate the risk of further disruption to the sport – and safeguard the health and welfare of our horses – must be a priority.

‘A plan will be constructed for the rescheduling of key races – and those which may provide important opportunities for horses to run – which are lost during this period.

‘Separately, as a precaution, all of the trainers who had runners at the fixtures at Wolverhampton, Ludlow and Ayr this week have been informed that their yards have been placed under a temporary hold which means that they will not be able to make any declarations until their horses have been tested and cleared.’

Has there been an outbreak before?

The disease broke out in Australia in 2007 and it took months to be contained and for normal horse-related activities to continue. 

However, the BHA confirmed in their statement on Thursday morning that the current situation was not the same as the one that occurred 12 years ago.

‘Australian thoroughbreds are not vaccinated against influenza, while British thoroughbreds are, as the virus is endemic in the UK,’ it read.

‘Therefore an important barrier is in place to prevent the same situation occurring here. However, as we have seen in Europe, the virus has affected vaccinated horses in this case. The vaccine should however help reduce to a certain extent the effect and spread of the disease in thoroughbreds.’

What impact could equine flu have?  

The racing, betting and hospitality industries could lose out on £200million if the Cheltenham Festival is called off, according to BettingExpert.com. £150m was lost in 2001 when the meeting was cancelled due to foot-and-mouth disease. 150 other fixtures did not go ahead in total that year creating a further £150m loss.

‘Equine welfare is the absolute priority for the industry and is a non-negotiable aspect of the sport,’ a BettingExpert.com spokesperson said.

‘Any disruption to race meetings – of any size – is always going to be financially damaging however and should the Cheltenham Festival get cancelled this year, it could be the most costly racing postponement of all time not just for bookies but businesses big and small in the area too.’  

The economy of the area could also miss out on £15m from the popular Festival.

Eleven years ago day two of the Festival did not go ahead because of high winds which cost the industry £2m.

Gelena s’est intensifié en un cyclone tropical intense. C’est ce qu’indique la station météorologique de Vacoas dans son dernier bulletin émis à 10h10 ce vendredi 8 février. A 10 heures, Gelena se trouvait à environ 660 km au nord-nord-ouest de Maurice et se déplaçait dans une direction générale du sud-sud-est à environ 12 km/h.

Si Gelena maintient cette trajectoire, elle devrait représenter une menace pour Maurice. Selon les analyses de la station de Vacoas, Gelena se déplacera dans la direction du sud-est durant la journée et devrait se rapprocher de Maurice.

Une détérioration du temps est attendue à partir de demain matin, samedi 9 février, car Gelena devrait s’intensifier davantage en se rapprochant de notre région. Des averses passagères sont attendues à partir de ce soir et deviendront plus fréquentes demain. Ces averses seront accompagnées d’orages.

Des houles venant du nord sont attendues. Elles seront de l’ordre de 3 à 4 mètres et pourront atteindre 5 à 6 mètres en moyenne. Il est donc fortement conseillé aux pêcheurs, aux plaisanciers et au public de ne pas sortir en mer et de ne pas s’aventurer dans les lagons. Le niveau de la mer devrait connaitre une hausse sur les côtes ouest et nord de l’ile. Ce qui devrait entrainer des inondations temporaires à l’heure des marées hautes.

Après Funani qui a tenu Rodrigues en haleine en début de semaine, voilà que Gelena pointe son nez. La station météorologie de Vacoas vient d’indiquer que le pays est passé en alerte 1. À ce vendredi matin 8 février, le cyclone tropical Gelena se déplaçait dans une direction du Sud-Est à environ 12 km/h. Sur cette trajectoire, le cyclone entame sa route en direction de Rodrigues.

L’île Maurice est également passée en alerte cyclonique 1 ce matin à 4 heures. Celle-ci est maintenue.
