Republic of Mauritius- Regional MoU for the importation and storage of natural gas to be signed next month, announces DPM

GIS – 08 February, 2019: A regional Memorandum of Understanding (MoU) pertaining to the importation and storage of natural gas will be signed next month between the countries of the Indian Ocean.


This announcement was made yesterday by the Deputy Prime Minister, Minister of Energy and Public Utilities, Mr Ivan Collendavelloo, at the inauguration of a Photovoltaic solar plant in Solitude.  The Southern African Development Community, he recalled, is developing a Master Plan for natural gas in the region.

 

The Deputy Prime Minister also pointed out that most of the countries in the region are dependent on charcoal, which he qualified as an economic tragedy.  Furthermore, he indicated that countries of the region have around 600 000 billion of m3 of natural gas adding that these reserves are sufficient to eliminate charcoal.

 

As regards the Photovoltaic solar plant in Solitude, Mr Collendavelloo underlined that the project is being carried out on the lands of 26 planters.  Voltas Yellow Ltd is renting 20 hectares of land on which 60 000 photovoltaic panels have been installed and the project has necessitated an investment of 20 million euros (Rs 800 million), he stated.  At present, six solar farms are operational in Mauritius and four additional ones will be constructed in the months to come, he indicated.

 

Speaking about the renewable energy policy of Government, the Deputy Prime Minister emphasised that several initiatives, fiscal measures and strategic decisions have been put in place so as to promote clean energy.  These include: training of engineers in renewable energy; streamlining of authorisations for renewable energy projects which were cumbersome; and more competitive calls for tenders. Mr Collendavelloo said that several renewable energy projects are being implemented across Mauritius such as the Small-Scale Distributed Generation Net-Metering Scheme, the Medium Scale Distributed Generation Project, and the Home Solar Project.

 

Lauding the Home Solar Project, the Deputy Prime Minister explained that it is a significant one since it aims at helping low-income communities to be energy sufficient, save energy costs and protect the environment.  The Central Electricity Board (CEB) will pay for the installation of the photovoltaic panels on the rooftops of those 10 000 households which have been identified, he added.

 

Moreover, he highlighted that a sum of Rs 350 million (USD 10 million) has been granted as a loan from the Abu Dhabi Fund for Development and the International Renewable Energy Agency for the implementation of this project.  According to Mr Collendavelloo, the project will bring 10 megawatts of new renewable energy capacity into the grid, resulting in savings of over USD 35 million in fossil fuel imports over the project lifetime and improvements in the energy security of Mauritius. People in low income communities will also benefit from significant electricity bill savings, he added.

 

The solar power plant of Solitude

 

The production capacity of the solar plant is around 16,34 MW and will be able to produce electricity for 6 000 households.  The project will also enable 28 000 tons of CO2 to be saved per year.  The electricity produced will be directed to the sub-station in Riche Terre to supply the region and the economic zone of Jin Fei.

 

The solar power plant of Solitude feeds into the CEB’s national electricity grid, replacing the country’s energy mix (mainly coal/oil) with clean, renewable energy.  This project is part of Government’s vision which aims at reaching 35% of renewable energy in Mauritius by 2025.

Mauritius to be showcased as a model cyber resilience country in East Africa

GIS – 08 February, 2019: Mauritius will be showcased as a model cyber resilience country in East Africa as regards the sharing of experience and best practices with other regions where the Cyber 4 Dev project is being implemented, namely Ghana, Rwanda, Botswana and Sri Lanka, stated the Minister of Foreign Affairs, Regional Integration and International Trade, Mr Seetanah Lutchmeenaraidoo, at the opening of a one-day cybersecurity seminar held yesterday at Le Labourdonnais Waterfront Hotel, in Port Louis.


The Minister of Technology, Communication and Innovation, Mr Yogida Sawmynaden, and the Ambassador and Head of Delegation of the European Union (EU) to Mauritius, Mrs Marjaana Sall, and other personalities were also present.

 

In his address, Minister Lutchmeenaraidoo highlighted that cyberattacks are a growing phenomenon, especially where people depend increasingly on online systems to access a wide range of services, an example being bank accounts which are at high risk of being cyberattacked.  People, he pointed out, are living in a digital world where they falsely believe that they are secure and expect institutions as well as the Government to protect their assets and vital infrastructure.

 

There is no way to achieve safety and security against cybercrimes except by being proactive and alert, stressed the Foreign Affairs Minister. He recalled that Mauritius, representing East Africa, has been included in the Cyber 4 Dev Project following a proposal made by Estonia during the project mandatory phase in March 2018.  

 

For his part, Minister Sawmynaden stated that the EU-funded Cyber 4 Dev project aims at increasing the security and resilience of critical information infrastructure and networks by supporting the critical services of participant countries while ensuring compliance with human rights and the rule of law through the adoption and implementation of a comprehensive set of policy, organisational and technical measures.

 

The Minister underscored that with regards to the extra-territorial and multilateral nature of the project as well as the technical capacities needed to ensure proper local implementation and monitoring, it was proposed that a EU Cyber 4 Dev-Mauritius Technical Working Group be set up and operate under the joint chairmanship of the Ministry of Foreign Affairs, Regional Integration and International Trade, and the Ministry of Technology, Communication and Innovation.

 

Ambassador Sall pointed out that the increasing reliance on IT systems to provide a flow of information enabling fast delivery of services across national and international territories has already transformed our societies.  Most of the efforts that have been made to secure the IT sector have so far underestimated the risks and challenges associated with this process, she added.

Les tensions restent vives entre Renault et Nissan

Bercy a démenti une information distillée au Japon, selon laquelle Paris souhaite baisser la participation du constructeur automobile français dans l’entreprise nippone.

Aussitôt sortie au Japon, l’information a été démentie par Paris. Jeudi 7 février, le quotidien économique nippon Nikkei a indiqué que le gouvernement français était prêt à réduire la participation de Renault dans Nissan et qu’il en aurait informé Tokyo. Le cabinet de Bruno Le Maire, le ministre de l’économie et des finances, a opposé un « démenti catégorique ». Mais cet article illustre l’état de défiance qui s’est installé entre Français et Japonais dans le dossier Renault-Nissan.

Citant une source gouvernementale, le Nikkei écrit que Paris a fait savoir à Tokyo son intention de revoir les parts de Renault dans le capital de Nissan (43,4 %) « dans un geste de conciliation ». En revanche, poursuit le Nikkei, le constructeur français envisagerait de nommer son nouveau président, Jean-Dominique Senard, à la présidence de Nissan. « Les dirigeants de Nissan et le gouvernement japonais s’inquiètent d’une tentative de l’Elysée d’intervenir dans le fonctionnement de l’Alliance », poursuit le Nikkei, tout en ajoutant que « les deux constructeurs semblent disposés à faire des concessions ».

Manœuvres en coulisses

Le Nikkei a-t-il voulu lancer un ballon d’essai, prendre les devants d’une hypothétique initiative de Paris ? En tout cas, l’article est révélateur des manœuvres en coulisses des deux gouvernements. L’Etat français, premier actionnaire de Renault, se fait légitimement entendre. Tout en se retranchant derrière le fait que Nissan est une entreprise privée, le gouvernement japonais œuvre aussi de manière plus discrète mais non moins appuyée.

Un peu plus d’un mois après la démission de Carlos Ghosn de son poste de PDG de Renault, incarcéré au Japon depuis le 19 novembre 2018 pour malversations financières, les signes d’animosité entre les deux constructeurs se multiplient. Dans son édition du vendredi 8 février, le Financial Times publie les extraits de courriers accusateurs échangés entre le 16 et le 26 janvier par les cabinets avocats de chacune des sociétés.

Les conseils de Renault y reprochent amèrement à Nissan d’avoir caché l’enquête sur M. Ghosn, préférant collaborer en secret avec les procureurs japonais, un comportement jugé « en contradiction absolue avec les décennies d’entente entre Renault et Nissan ». De son côté, le cabinet de Nissan accuse Renault d’avoir freiné tout effort pour révéler la vérité sur les pratiques de son ex-PDG.

Quel nouveau président pour Nissan ?

Une fois ces politesses échangées, il reste à régler l’un des premiers – et principaux – différends entre Nissan et Renault : la désignation du nouveau président du groupe japonais, sujet qu’il faudra trancher dans les semaines qui viennent. Aux termes de l’accord d’alliance entre les deux entreprises, Renault a le droit de nommer le président de son partenaire.

Selon une source proche du dossier, l’équipe dirigeante actuelle de Nissan serait opposée au projet prêté à Renault de désigner Jean-Dominique Senard, à la présidence de l’entreprise japonaise.

Selon nos informations, M. Senard se rendra à Tokyo dans la semaine du 11 au 17 février pour rencontrer les dirigeants de Nissan et essayer d’aplanir les différends. Les premiers échanges sont très courtois et concentrés sur les questions économiques plus que politiques. Jusqu’à présent, Renault n’a jamais annoncé officiellement vouloir que M. Senard occupe les fonctions de président de Nissan. Hiroto Saikawa, actuel directeur exécutif de Nissan, avait envisagé prendre la présidence par intérim. Son ambition semble compromise en raison d’oppositions internes. La question de la présidence devra être tranchée lors de l’assemblée générale de Nissan prévue le 8 avril.

En dépit de leurs divergences internes, les dirigeants actuels de Nissan semblent s’entendre sur un point : ne pas se retrouver dans la situation d’une direction « dictatoriale » comme du temps de Carlos Ghosn.

En attendant, le conseil d’administration de Nissan a proposé, mardi 5 février la nomination de Jean-Dominique Senard, au poste d’administrateur en remplacement de Carlos Ghosn. Annonce saluée comme « une très bonne nouvelle » par Bruno Le Maire. La nomination de M. Senard devra être approuvée lors de l’assemblée générale extraordinaire qui votera aussi la destitution de leur fonction d’administrateurs de M. Ghosn et de son « bras droit » Greg Kelly.

Prime Minister effects site visit at Ganga Talao

GIS – 08 February 2019: A number of infrastructural improvements are being carried out in the margin of the Maha Shivaratree festival. In this context, the Prime Minister, Minister of Home Affairs, External Communications and National Development Unit and Minister of Finance and Economic Development, Mr Pravind Kumar Jugnauth, effected a site visit yesterday at Ganga Talao to take stock of the progress of works. Several members of Cabinet, Parliamentary Private Secretaries, Members of Parliament, and other personalities were also present for the site visit.


In a statement, the Prime Minister expressed satisfaction with regards to the works being carried out so that Maha Shivaratree festival takes place in the best and safest possible conditions. He highlighted that a parking space is being constructed for some 60 buses and will soon be completed. Other facilities such as showers and toilets for pilgrims are also being upgraded and close monitoring is being undertaken so that the works are completed on time, he added.

 

Mr Jugnauth also underscored that a shortcut, from Grand Bois to Bois Chéri, is being finalised so that the movement of pilgrims to and from Ganga Talao is facilitated, together with arrangements made by the Mauritius Police Force, for the festival. According to the contractor, works will be completed within a dozen days, he pointed out.

 

The Prime Minister also emphasised that, every year, improvements in terms of environment, infrastructure and facilities for pilgrims are made for any celebration or pilgrimage. These infrastructures will subsequently be used by the whole population and not just pilgrims, he added.
