Le roi Mohammed VI a donné son aval, jeudi 7 février, aux décrets d’application de la loi sur le service militaire. Un Conseil des ministres qui a été aussi l’occasion de procéder à de nouvelles nominations.
Ce premier Conseil des ministres de l’année 2019 restera dans les annales comme celui du rétablissement du service militaire au Maroc. Au Palais royal de Marrakech, Mohammed VI a validé deux décrets cruciaux pour l’application de la nouvelle loi relative au service militaire.

Ces textes fixent « les modalités de recensement, de sélection et d’enrôlement des assujettis au service militaire et la procédure suivie pour l’exemption de ce service », indique le communiqué du cabinet royal, qui précise que le chef d’état-major a également donné ses instructions pour porter le nombre des appelés au service militaire à 15 000 en 2020, contre 10 000 pour cette première année d’application.
Outre l’adoption de conventions internationales, le Conseil des ministres du 7 février a également entériné la nomination de nouveaux ambassadeurs du royaume, ainsi que de directeurs d’établissements stratégiques.
Dans la liste des ambassadeurs, un nom sort du lot : il s’agit d’Ahmed Rahhou, jusque-là président directeur-général du CIH, qui représentera désormais le Maroc auprès de l’Union européenne.
Du côté de la haute fonction publique, le retour de Dounia Taarji a été également remarqué. L’ancienne gendarme du marché boursier casablancais se voit confier la présidence du directoire du Fonds Hassan II pour le développement économique et social.

Nantes have retired their No 9 shirt in honour of former striker Emiliano Sala, whose body was found in a plane wreckage in the English Channel this week.
On Wednesday, it emerged an unidentified body – now known to be Sala – was brought off ship, Geo Ocean III, on a stretcher and transferred to a private ambulance before being taken to Dorset Police and the local coroner.
The plane was flying from Nantes, France, the home of Sala’s former team, to Cardiff on January 21, when it crashed into the sea with the new £15million signing and pilot David Ibbotson inside.

A statement from Dorset Police, released on Thursday night, read: ‘The body brought to Portland Port today, Thursday 7 February 2019, has been formally identified by HM Coroner for Dorset as that of professional footballer Emiliano Sala.
‘The families of Mr Sala and the pilot David Ibbotson have been updated with this news and will continue to be supported by specially-trained family liaison officers. Our thoughts remain with them at this difficult time.
‘HM Coroner will continue to investigate the circumstances of this death supported by Dorset Police.
‘On Monday 21 January 2019 a plane carrying both men was flying from Nantes to Cardiff when it lost contact with Air Traffic Control, north of Guernsey.
‘Sadly a search and rescue operation was unsuccessful in locating the plane and the two occupants.
‘Subsequently AAIB and privately funded search teams were deployed to the relevant area. Using specialist equipment the teams succeeded in locating and identifying the plane and recovering Mr Sala’s body.’
Shortly after, Cardiff released a statement on their website which read: ‘We offer our most heartfelt sympathies and condolences to the family of Emiliano. He and David will forever remain in our thoughts.’
Sala’s sister Romina posted a picture stood on the pitch at Nantes, arms out either side as he looked up to the sky.
Her emotional tribute to her brother said: Your soul in my soul will shine forever, illuminating the time of my existence. I love you’.
Earlier on Thursday Romina revealed she had adopted her brother’s dog Nala.
Tributes quickly poured in for Sala on social media with Arsenal midfielder Mesut Ozil writing: ‘No words to describe how sad this is.
‘Thoughts and prayers go out to his family and also to the family of the pilot.’
Liverpool defender Dejan Lovren posted a heartfelt message on Instagram saying: ‘I prayed every day because hope is the last. This is a great deal to accept.
‘I can not even imagine how difficult it is for you [Sala’s family]. We are all with you!’
Manchester City forward Sergio Aguero said: ‘Terribly sad. Rest in peace, Emiliano. My condolences to his friends and family.’
Families of the Argentine striker and pilot Ibbotson had been anxiously awaiting news over whose body was pulled from the crashed Piper Malibu plane as they seek answers over the tragedy last month.
The body was recovered from the aircraft wreckage using ROVs (remotely-operated vehicles) to pull it from the water in ‘as dignified a way as possible’.
The red and white vessel carrying the body docked at Portland, Dorset, at around 9:15am on Thursday morning.

The boat was met at the harbour by two police cars, including a 4×4, with a silver coroner’s van arriving at the scene at around 9:45am.
Several of the ship’s crew could be seen leaving the 25ft vessel to introduce themselves to authorities before showing police and the coroner on board.
The Piper Malibu aircraft remained more than 200 feet below water and is 21 miles off the coast of Guernsey in the English Channel for more than two weeks as poor weather conditions stopped efforts to recover it.
While one body was successfully brought to the surface, poor conditions saw the decision made that crews would be unable to bring the wreckage itself to land.
A statement read: ‘Unfortunately, attempts to recover the aircraft wreckage were unsuccessful before poor weather conditions forced us to return the ROV to the ship.

‘The weather forecast is poor for the foreseeable future and so the difficult decision was taken to bring the overall operation to a close. The body is currently being taken to Portland to be passed into the care of the Dorset Coroner.
‘Although it was not possible to recover the aircraft, the extensive video record captured by the ROV is expected to provide valuable evidence for our safety investigation.’
The official search was called off on January 24 after Guernsey’s harbour master claimed the chances of survival for those on board was ‘extremely remote’.
An online petition was then started which raised more than £300,000 to put on a privately-funded search using a specialist survey vessel.
More than 3,500 people had responded to the appeal for funds and the target was broken with the help of a £26,000 donation from French World Cup winner Kylian Mbappe as well as contributions from Adrien Rabiot, Kalidou Koulibaly and the FIFPRO World Players Union.




The boat, operated by global marine cable installation firm A-2-Sea, is equipped with the latest technology.
It included a multi-beam echosounder and side-scan sonar, which can detect anomalies on the seabed, which helped quickly locate the aircraft.
The remains were tracked down by a team co-ordinated by ocean scientist David Mearns, who has located some of the most elusive wrecks in the world.
Marine scientist Mr Mearns volunteered to help the Sala family for free after initial search and rescue efforts by a number of agencies failed.
Him and his team, working in conjunction with the AAIB, found the remains of the plane within two hours of starting their search.
Nantes as a club have been rocked since Sala’s plane crashed in the channel as the club’s players, staff and supporters have put on a number of tributes while they waited for answers from the various searches.
Banners and t-shirts were made, and there was even a stoppage in the ninth minute of their first game back in memory of Sala.

Editorial. En rencontrant en catimini, en France, des représentants extrémistes des « gilets jaunes » le vice-premier ministre italiena franchi une ligne rouge politique et diplomatique.
Editorial du « Monde ». Sur fond de relations bilatérales dégradées, c’est la goutte d’eau qui a fait déborder le vase, serait-on tenté de dire. Mais la visite en catimini du vice-premier ministre italien Luigi Di Maio, en France, mardi 5 février, et la publicité qu’il a accordée à sa rencontre avec des représentants extrémistes des « gilets jaunes » en font bien plus qu’une goutte d’eau. Une ligne rouge politique et diplomatique a bien été franchie.
Cette ligne rouge, c’est celle de l’ingérence active dans la politique intérieure d’un pays. Jusque-là, les tensions entre Paris et Rome, particulièrement vives depuis l’arrivée de la coalition nationaliste et antisystème entre la Ligue et le Mouvement 5 étoiles (M5S) au pouvoir en Italie, s’étaient limitées soit à des invectives entre leurs dirigeants et le président Emmanuel Macron, soit à des différends sur le fond, que l’on s’efforçait de régler au niveau intergouvernemental.
Mais le voyage de M. Di Maio, qui est aussi le chef du M5S, à Montargis, sans que ni les autorités françaises ni même son ambassade à Paris en soient averties, se situe à un autre niveau. Imaginerait-on le premier ministre français, Edouard Philippe, ou le ministre de l’intérieur, Christophe Castaner, aller rencontrer d’anciens brigadistes à Pérouse sans en informer les autorités italiennes puis vanter leurs mérites sur Facebook ? Même lorsque, à l’époque de la guerre froide, les dirigeants occidentaux rencontraient des dissidents, en marge de visites officielles dans les pays communistes, ils le faisaient ouvertement et, en général, dans l’enceinte de leur ambassade.
Le gouvernement français était donc fondé à rappeler à la coalition italienne les règles de bon voisinage. La vigueur de sa réaction a pu surprendre, puisque le rappel d’un ambassadeur de France en Italie est sans précédent depuis 1940, mais, dans l’échelle diplomatique, cette réaction est proportionnée.
Il reste que cette escalade entre deux Etats membres fondateurs de l’Union européenne est également sans précédent et révélatrice de l’affrontement politique profond qui mine l’Europe depuis plus de trois ans. On peut avancer que l’affrontement politique participe de l’essence même de la démocratie et que l’espace européen devrait pouvoir s’en accommoder : c’est d’ailleurs l’objet de la campagne pour les élections au Parlement européen du 26 mai. Mais cet affrontement doit se dérouler dans le cadre des règles établies au sein de l’UE.
M. Di Maio semble d’ailleurs en convenir, a posteriori, dans la lettre qu’il a adressée au Monde et que nous publions : il prend soin d’y rappeler l’importance du « rapport historique d’amitié qui unit nos deux peuples et nos deux Etats » et de « réaffirmer la volonté de collaboration de l’exécutif » italien.
Le chef du M5S est, en réalité, pris au piège de ses propres contradictions. Contradictions de sa coalition gouvernementale, d’abord, fragilisée par sa rivalité avec le chef de la Ligue, Matteo Salvini, vice-premier ministre comme lui : à M. Salvini qui veut unir les extrêmes droites européennes, M. Di Maio riposte en cherchant à unir les antiélites, ce qui l’a amené à courtiser les « gilets jaunes ».
Contradictions de méthode, ensuite : il est plus facile de bousculer les règles lorsqu’on est chef d’un mouvement que lorsqu’on est membre d’un gouvernement dans l’UE. La virée transalpine de Luigi Di Maio aurait pu faire diversion à l’annonce récente de la récession de l’économie italienne. Elle s’est retournée contre lui.

Le Royal College de Curepipe (RCC) a raflé sept lauréats parmi ses 125 candidats ayant passé les épreuves de la HSC cuvée 2018. Un chiffre qui est monté d’un cran cette année puisque l’année dernière en cuvée 2017, le collège n’avait décroché que cinq lauréats. Le collège Royal de Port-Louis a, pour sa part, décroché neuf lauréats cette année.
La rectrice du collège Royal de Curepipe Mitranee Kushiram confie qu’elle s’attendait un peu plus des autres élèves mais c’est une compétition nationale.
