Finances : les hôtels endettés à Rs 37,6 milliards

Dettes. Arrivées en légère progression et profitabilité en baisse, le tourisme – un des piliers de l’économie mauricienne – passe par une phase difficile alors même que c’est la haute saison.

Rs 37,6 milliards Tel est le montant des dettes du secteur hôtelier envers les banques commerciales à fin 2018. Selon les données compilées par la Banque de Maurice, cette somme représente environ 13 % des prêts bancaires octroyés aux entreprises et aux particuliers. Force est de constater que les groupes ont réalisé plus d’emprunts en devises étrangères (58 %) qu’en roupies. Certes, c’est une couverture naturelle dans la mesure où les revenus sont libellés en euros, livres sterling et dollars. Mais un choc majeur viendrait compliquer la donne pour les groupes engagés à divers niveaux dans la restructuration de leurs dettes.

Et la situation pourrait se compliquer davantage si la tendance à la baisse des revenus se poursuit (voir hors-texte). Déjà, les chiffres pour le dernier trimestre de 2018 ne sont pas aussi positifs qu’on ne le croit. Les arrivées pour le mois de décembre en sont la preuve. La hausse n’a été que de 1,6 % pour atteindre 158 043. Or, cette croissance ne vient pas des touristes visitant le pays par avion ; elle a été dopée par un plus grand nombre de croisiéristes.

S’ajoute à cette situation morose la profitabilité des opérateurs qui doit faire face à une fluctuation des devises. New Mauritius Hotels Limited, premier opérateur de cette industrie et également le plus endetté, a annoncé des bénéfices nets en baisse pour les trois derniers mois de 2019. Passant en revue sa performance, le groupe, dont l’enseigne commerciale est Beachcomber, explique : « Ces résultats montrent que pour cette période le groupe a enregistré un chiffre d’affaires comparable à celui de l’an dernier, en dépit d’un euro et d’une livre sterling plus faibles. (…) Les profits après impôts du groupe s’élèvent à Rs 445 millions, contre Rs 483 millions l’année dernière. »

Autre indicateur d’une situation qui risque d’empirer : la chute des arrivées en provenance de La Réunion. Ce marché de proximité a chuté de 5,2 % en 2018, passant à 138 439 visiteurs. Rien qu’au mois de décembre, on note une régression de 7,7 % selon les données de Statistics Mauritius.

On ne peut qu’espérer que ces contrecoups ne soient que passagers. En 2018, le pays a accueilli quelque 1 540 000 visiteurs, un nouveau palier record. Les recettes sont estimées à Rs 64 milliards.

MCB Focus : Attention particulière aux recettes 

Le MCB Group Limited, propriétaire de la plus grande banque commerciale mauricienne, estime que l’industrie du tourisme mérite une attention particulière en 2019 tenant compte des arrivées et des « pressions potentielles sur les revenus. »
« Alors que la somme des revenus a augmenté de près de 7 % pour les mois de janvier à novembre 2018 par rapport à la période correspondante en 2017, il est important de noter que les recettes ont (…) chuté pendant les mois de septembre, octobre et novembre 2018 », affirme J. Gilbert Gnany, Chief Strategy Officer du MCB Group Limited dans la dernière édition de MCB Focus. « Cette tendance pourrait être – dans une certaine mesure – associée à une croissance moindre dans les arrivées par avion alors que l’augmentation sur l’ensemble a été associée à une hausse considérable des arrivées par bateau – principalement les croisières – qui, en tant que telles, génèrent moins de revenus que celles par voie aérienne. »
La situation risque de se corser avec une baisse du pouvoir d’achat des touristes venant de nos marchés traditionnels et avec la concurrence régionale.

Taux d’occupation à la baisse  

Ce début d’année ne s’annonce guère réjouissant pour les établissements hôteliers malgré la croissance des arrivées touristiques observée en 2018.

« Les premières semaines de janvier ne sont pas très bonnes pour les opérateurs touristiques. » C’est ce que nous a déclaré hier Jocelyn Kwow, Chief Executive Officer (CEO) de l’Association des hôteliers et restaurateurs île Maurice (AHRIM). Cette affirmation fait suite à l’inquiétude grandissante de plusieurs responsables d’établissements hôteliers à Maurice. En effet, selon les chiffres compilés par l’AHRIM, le taux d’occupation moyen pour le mois de janvier, est tombé de 78% en 2018 à 73% en 2019. Et cette situation ne semble pas devoir s’améliorer en février selon les projections effectuées par l’AHRIM. « On prévoit des chutes significatives également pour février et mars », ajoute Jocelyn Kwok, et ce n’est que vers le mois d’avril que l’on devrait noter à nouveau une amélioration. « Avec les autorités concernées, nous sommes en train de suivre la situation de très près et nous allons certainement entamer ensemble des actions visant un redressement plus rapide de la situation », explique-t-il.

Si le nombre de touristes ayant foulé le sol mauricien a connu une croissance de 4,3% en 2018, avec presque 1,4 millions d’arrivées, Jean-Louis Pismont, président de l’AHRIM, soutient que cette progression ne profite pas à tous les opérateurs du secteur. « Avec la démocratisation de ce secteur, force est de constater que les mêmes règles ne s’appliquent pas à tous les opérateurs », soutient le président de l’AHRIM. Il est en effet d’avis que les frais et les règlements appliqués aux établissements hôteliers enregistrés auprès de la Tourism Authority (TA) ne sont pas les mêmes pour le secteur informel. « Il faut savoir qu’il n’y a que 60% des arrivées touristiques qui se dirigent vers les hôtels », fait-il part. Il faut à cela ajouter le phénomène de logement Airbnb. « Alors que ce système de réservation de logement était quasiment inconnu à Maurice il y a quelques années de cela, nous avons aujourd’hui 4000 logements qui sont disponibles à travers le Airbnb », avance-t-il.

Si la préoccupation est bien réelle au niveau de l’AHRIM et des autres établissements hôteliers, le ministère du Tourisme, préfère relativiser : « Il est courant que le taux d’occupation dans les hôtels baisse dans la première période de l’année et c’est pour cette raison que la MTPA a démarré une campagne pour la basse saison. Le Brexit, les gilets jaunes, les foulards rouges, la situation de crise dans d’autres pays en Europe, l’arrêt de Euro Wings qui desservait Maurice de l’Allemagne sont des facteurs exogènes sur lesquels nous n’avons aucun contrôle ». On pointe aussi du doigt, au ministère, le fait que les tarifs pratiqués par les hôtels ont connu une augmentation, « et cela impacte sur notre destination ».

On Wednesday morning, while the rest of the England players enjoyed a day off and stayed around their beachside hotel, Joe Root and the side’s batting coach Mark Ramprakash drove the winding, jolting roads into the shallow hills above Rodney Bay to work at the Daren Sammy National Cricket Ground.

On the way they passed workmen filling in potholes with hot tar and smoothing the black stuff down as best they could with shovels.

Root has been trying to do much the same with a batting line-up that has developed craters at almost every turn of England’s difficult, humbling journey around the Caribbean.

At the stadium, which was deserted apart from TV crews making the first preparations for the Third Test, Root and Ramprakash worked together in the nets and in the heat for two hours as the England captain sought to iron out kinks in his technique.

Houses in pastel blues and pinks gazed down from the wooded hillsides that rise steeply away from the ground as Ramprakash threw down ball after ball for the England captain, who had scored 40 runs in his four innings in the first two Test matches against the West Indies and who had been starved of practice time by England’s schedule.

His failures at the crease here — three of his dismissals were to balls that were close to unplayable — have focused attention on the fact that his batting average of 42 as captain is 10 lower than it was before he was appointed skipper and led to the first questions about whether the captaincy is affecting his performance with the bat.

‘I’m not sure it is,’ Root said during an informal press conference on the outfield last Friday morning. ‘Look at this series: I played one poor shot and feel like I have got three balls I couldn’t do a huge amount about.

‘Those questions always come up when a side has lost two games and not scored any runs. You have to be realistic about things and see it for what it is. I don’t think, if I was not captain, I would have been able to play those deliveries any differently.

‘I came up here on Wednesday because feeling like I have got a good block on my own where I can concentrate on my own game and not worry about everyone else is really helpful. Sometimes, it is good to have two hours where you can concentrate on yourself and feel like you are improving.’

Often, in the aftermath of a series defeat, we cast around for scapegoats and in that context it would be wise to remember that Root is the best Test player we have and the greatest cause for optimism that this will yet be a momentous year for English cricket.

He may not have scored big runs in the West Indies, he may have failed again on Saturday, but he is still England’s jewel. 

It felt strange to see him scratching around for form at the start of his innings on Saturday, playing shots that looked out of character before falling cheaply again, but to place question marks against Root’s batting in the long term would be absurd.

A couple of difficult Tests in the Caribbean don’t change the fact that he remains England’s best red-ball batsman by a considerable distance. The old saying that ‘form is temporary but class is permanent’ applies to his blip against the West Indies.

He arrived in the West Indies on the back of a stint playing in Australia’s T20 Big Bash League and had little opportunity to retune his game before the first Test in Barbados.

It is only a matter of time until Root starts to score big runs again. There are few certainties in sport but he is too good, too dedicated, too level-headed for there to be any other outcome.

There is a more nuanced debate to be had about his captaincy but the conclusion to be drawn at the end of that, too, is that Root is a good skipper who is still learning and will only get better. 

This is a huge year for our summer sport, an Ashes year, and Root is the only logical choice to lead the team into battle with the Australians.

In this age of instant gratification and short memories it seems to have been forgotten that Root led England to eight victories in their last nine Tests before this tour. 

He has been growing in stature and starting to relish the job. His presence as skipper when England try to regain the Ashes is something that will inspire confidence.

‘He had a fantastic tour of Sri Lanka in the autumn,’ former Test skipper Michael Atherton, who remains one of the wisest voices in the game, said as he stood on the outfield on Friday. 

‘He looked in control. He looked in charge and he was enjoying the captaincy. This tour has been a setback but it needs to be put in the context of what has been achieved in the last 18 months.’

Root has made isolated mistakes here. The omission of Stuart Broad for the first Test was one but it would be wrong to lay the blame for the confusion in England’s selection for the third Test that started on Saturday at Root’s door.

Once England decided to turn to the status quo ante and pick a spine of the team with Jonny Bairstow wicketkeeping and batting at seven, then they had little choice but to select Keaton Jennings even though they had appeared ready to discard him.

Jennings played a desperate innings on Saturday. It bore the strange distinction that he should have been dismissed twice in three balls, first when the West Indies failed to review an lbw appeal that was turned down by the umpire and then when he was dropped at slip.

It looked like a foolish decision to recall him but that was not Root’s fault. If the selectors had included another opener in the touring party, that unhappy cameo would have been avoided. 

‘This is a hugely important game for Root,’ another England former England skipper, Nasser Hussain, wrote on Saturday.

‘He has been out-captained and out-played by Jason Holder. You can have a bad game as captain and he’s had a couple of bad games. He needs to get the authority back he seemed to have against Sri Lanka and at times against India.’

Hussain said the ‘confidence of a score’ would help Root reassert himself but Root never looked like making that score when he came to the crease after lunch. He has not scored a half century in his last eight innings now and he survived a lusty lbw appeal from Keemo Paul with the second ball he faced before chasing the last delivery of the over with an airy waft outside off stump.

It took him 20 balls to get off the mark. In the face of some fine bowling from Paul and Shannon Gabriel before tea he looked, once more, as if he was searching desperately for form. He had reached 15 when he tried to cut Alzarri Joseph but only succeeded in deflecting a thin edge into the hands of Shane Dowrich.

He trudged slowly, slowly back to the England dressing room. He and his team have become the fall guys in the feel-good story of the unexpected revival of West Indian cricket.

England’s hopes of regaining the Ashes depend on the restoration of the Root we revere when England and Australia walk out for the first Test at Edgbaston on August 1.

Selon la station météorologique de Vacoas, Gelena est passé à son point le plus proche de Rodrigues, soit à environ 35 km au large de Plaine-Corail vers 04h00 ce matin.

Le temps restera pluvieux jusqu’à la mi-journée. Il est aussi recommandé de rester à l’écoute de la radio pour se renseigner des dernières nouvelles du temps et de suivre les instructions de la police et des autorités locales en cas d’urgence.

« Tout devient possible si tu y crois ». Ce sont les mots de Jane Constance, aveugle de naissance, qui a réussi à ses examens du Higher School Certificate (HSC). Son infirmité ne lui a pas été désavantageuse. L’étudiante a, une fois de plus, prouvé que souffrir d’un handicap n’est pas une barrière en elle-même.

Sur sa page Facebook, Jane Constance a annoncé la bonne nouvelle. Cette réussite est pour elle, le résultat d’une « consécration d’un travail régulier et rigoureux ».

La jeune fille en a profité pour remercier ses parents, ses professeurs et son entourage qui l’ont soutenu « durant ces deux longues années de préparation ».

En grande optimiste, Jane Constance ajoute « Et voilà, c’est une page enfin tournée ; j’avance avec le sourire vers un nouveau chapitre de ma vie! »

Le Métro Express en bonne voie

Plus que huit mois et le Métro Express devrait commencer à prendre ses premiers passagers. Les ouvriers s’affairent sur le chantier de ce nouveau mode de transport public qui s’étend de la gare de Rose-Hill à la gare de l’Immigration, Port-Louis.

Les rails ont déjà été installés dans plusieurs endroits alors que les pilotis ont déjà été placés dans d’autres, comme à Rose-Hill, par exemple. Au dépôt de Richelieu, les travaux ont également atteint un stade avancé. D’ici le mois de juin, l’installation de l’ensemble des rails de la première phase devra être terminée. Quant aux véhicules,  les deux premiers Light Rail Vehicles Urbos 100 seront embarqués en Espagne à la mi-avril. Ils serviront à assurer la formation de 30 « Train Captains » qui seront aux commandes des differents vehicules qui feront le va-et-vient sur le trajet.

Ireland fly-half Johnny Sexton should recover swiftly from a head injury sustained in his side’s bruising 22-13 Six Nations win over Scotland in Edinburgh on Saturday, coach Joe Schmidt said.

Sexton limped off after 23 minutes, sparking fears he could miss some of an Irish campaign revitalised by the three tries to one victory following their opening home loss to England.

‘Johnny failed an HIA (head injury assessment), he hit the ground quite hard but we are confident he will bounce back quite quickly,’ Schmidt said.

‘We put a lot of time into our scrum and lineout, we want to be able to play off our set-piece to get some ball to very dangerous backs,’ Ireland captain Rory Best said.

Scotland were left nursing a sense of disappointment after they failed to bring the same intensity after halftime as they had showed in the first period.

Coach Gregor Townsend blamed himself for his side’s inability to convert several promising periods of attack into scores.

‘In the second half the execution of our plays didn’t happen…if we’d been able to replicate the first half we’d be sitting here with a win,’ he said.

Townsend did not offer a prognosis for the injured Hogg, who has been along with flyhalf Finn Russell instrumental to Scotland’s attacking flair in recent games.

‘He is very sore, his shoulder is not right, we’ll see. It was very disappointing, he got sandwiched between two players,’ Townsend told reporters.

Townsend said an injury to flanker Ryan Wilson had been just as much of a blow to Scotland, whose forwards struggled to get over the gain line against their Irish counterparts.

Enquête sur la vente des actions de NMH : l’Icac veut un rapport confidentiel en possession de la FSC

L’Independent Commission Against Corruption (Icac) déclare attendre un rapport de la Financial Services Commission (FSC) pour mener à bien son enquête sur le rachat des actions de New Mauritius Hotels Ltd (NMH). La FSC a, selon la commission anticorruption, invoqué la confidentialité.

La Financial Services Commission (FSC) et l’Independent Commission against Corruption (Icac) peinent à s’entendre. Alors que la commission anticorruption a ouvert une enquête sur la vente des actions de New Mauritius Hotels Ltd (NMH), elle dit rencontrer des difficultés à obtenir un rapport qu’elle juge important pour l’investigation en cours.

C’est ce qu’a fait ressortir Me Sultan Sohawon, l’avoué de l’Icac en Cour suprême, le lundi 28 janvier 2019. C’était dans le cadre de la motion logée par la FSC. L’instance régulatrice des services financiers demande à la Cour suprême de révoquer l’ordre obtenu par la commission anticorruption, le 14 juin 2018 ou sinon le modifier de sorte que l’Icac précise quels documents, e-mails ou plans de pension elle cherche à obtenir dans le cadre de son enquête.

L’Icac avait, au préalable, demandé et obtenu un ordre du juge des référés sommant la FSC de lui remettre les documents en sa possession et relatifs à la transaction boursière controversée.

Lors d’une précédente audience, la commission anticorruption avait indiqué avoir trouvé un terrain d’entente avec la FSC sur la question. À l’appel de l’affaire le lundi 28 janvier 2019 devant le juge Asraf Caunhye, Me Sultan Sohawon, a déclaré que « depuis la dernière fois que l’affaire a été appelée, les officiers de l’Icac ont rencontré ceux de la FSC et se sont mis d’accord sur une liste de documents nécessaires à l’enquête de la commission anticorruption ». Et d’ajouter : « La FSC s’est conformée en partie à l’ordre obtenu par l’Icac pour la communication des documents demandés. Toutefois, un rapport important pour l’enquête en cours n’a pas été communiqué à l’Icac avec, pour motif, que le rapport est confidentiel. En tout état de cause, il s’agit d’une enquête criminelle et la FSC devra fournir tout document permettant à l’Icac de progresser dans ses investigations. » L’affaire a été reportée au 11 février 2019 pour que la FSC fasse connaître sa position. 

Précédemment, la FSC a évoqué dans un affidavit juré, par Vyashadevi Ramasawmy, Lead Examiner de cette institution, que les compagnies New Mauritius Hotels Ltd, ENL Land Ltd, Swan Life Ltd et Rogers and Company Ltd, sont des sociétés cotées en bourse et enregistrées auprès de la FSC.

Évoquant l’article 83 de la Financial Services Act de 2007, la FSC fait valoir que tous les employés ont un devoir de confidentialité. Or, soutient la FSC, la loi-cadre ne mentionne aucune exception permettant à ses employés de divulguer des informations à l’Icac.

 Et le 22 juin 2018, précise la FSC, l’Icac lui a fait servir un ordre du juge des référés (daté du 14 juin). Cet ordre ordonne à la FSC de divulguer à l’Icac, avant quinze jours, toutes les informations, documents et fichiers relatifs aux procès-verbaux des réunions tenues à la FSC, en relation avec le dossier New Mauritius Hotels. Les lettres et courriels reçus sont aussi mentionnés dans cet ordre.

La FSC avance que l’affidavit de l’Icac ne lui a pas été communiqué. De plus, l’Icac n’a pas fait état de délits potentiels sur lesquels elle enquête.
