Transportation Secretary Buttigieg Backs Plan for Wheelchairs on Flights

Skift Take

Transportation Secretary Pete Buttigieg wants to keep wheelchair users in their own chairs when they fly. But the chairs and docks must meet federal air crashworthiness standards first.

Wheelchair users may be able to bring their mobility device into the cabin of a commercial aircraft under a plan being developed by U.S. authorities.

“Practically everyone who uses a wheelchair and flies including colleagues of mine here at the [Department of Transportation] has a troubling story about an airline Experience,” U.S. Transportation Secretary Pete Buttigieg said on July 26, the 32nd anniversary of the Americans with Disabilities Act. “Many have more than one.”

“No other form of transportation — trains, buses, boats — forces you to give up your mobility device when you board,” Buttigieg said. “The same ought to be true of airlines. So, in the months and years ahead, we plan to record a new rule that will allow passengers to stay in their personal wheelchairs when they fly. We know this won’t happen overnight, but it is a goal that we have to work to fulfill.”

The DOT “plans to take action,” a spokesperson said. “In the next year, the department will develop a research roadmap, building from a report on the feasibility of wheelchair securement systems on passenger aircraft by the Transportation Research Board to support future rulemaking.”

The Transportation Research Board is a division of the National Academy of Sciences, Engineering, and Medicine.

The board’s report “concluded that adding wheelchair space to planes was feasible (design and technical challenges could be overcome) but also noted that further testing was needed to understand how a secured personal wheelchair can meet the crashworthiness and other relevant safety requirements of FAA,” the DOT spokesperson said.

The pending action “shows me that [Buttigieg] has been listening to the needs of the community,” said John Morris, founder of the travel blog WheelchairTravel. “It’s something disabled advocates have been talking about for some time. I recognize this isn’t something that will necessarily happen quickly. But it should occur over the course of time.”

Keeping passengers in their wheelchairs is “one of the easiest ways to ensure that an airline will never mishandle a person’s wheelchair, which eliminates the need for it to be lifted or carried or stowed in the cargo compartment, which is a space designed for luggage, not for critical medical devices or equipment,” Morris noted. “We are hearing an increasing number of stories in the media about damage to passengers’ wheelchairs. The reality is that it’s a significant barrier to accessing air travel.”

Airlines have had to report mishandled wheelchair and scooter data to the DOT since 2018. Last year, airlines handled 523,306 wheelchairs, or about 1,433 per day. The DOT found that 1.36 percent of those mobility devices were mishandled, or about 20 a day. In May, the most recent month with data available, airlines carried 72,332 wheelchairs and scooters, and mishandled 1,110 of them or 1.18 percent.

Besides the possibility of damage when a wheelchair is checked as luggage, the logistics of air travel without one’s mobility device can be challenging and humiliating. “The process of boarding involves transferring from one’s own wheelchair into a narrow aisle wheelchair, then into the aircraft seat,” Morris said. “The aisle wheelchair is maneuvered by airline staff or special assistance contractors.” By contrast, a passenger in a motorized wheelchair might require only minimal assistance to secure the chair in the docking station.

Several companies are designing airline seats that could accommodate passengers’ wheelchairs. One is Molon Labe Seating of Denver. It has no revenue, but CEO Hank Scott said it has the capability to manufacture a docking station that can be installed in the place of a typical narrowbody seat for between $10,000 and $12,000. The station has not yet been certified by the Federal Aviation Administration, he said, but “the structural integrity is good.”

“Airlines do not want to give up that real estate,” but securing FAA approval is apparently the most important step on the path to implementation, Scott said. Wheelchairs that go on aircraft must be capable of withstanding a crash or hard landing, ensuring safety not only for the user but also nearby passengers.

Scott said he has talked to a U.S. carrier, which he declined to name, that has expressed interest in the product. Ideally, wheelchair docking would be available in the front row of the aircraft, whether the seats or designated as first, business or economy class.

The concept for a wheelchair dock within the footprint of an existing airline seat “shows a tremendous amount of promise [and] is already used in other applications,” for example busses, said Morris of the WheelchairTravel blog.

“It’s my hope that the secretary of transportation’s statement will put the aircraft interior industry on notice that there will be an opportunity for [whoever] can best develop a solution to meet the needs of airlines as well as the disabled passenger,” Morris said.

OYO has acquired Europe-based holiday homes operator Bornholmske Feriehuse through its subsidiary DanCenter, as a part of its endeavor to expand as a preferred full-stack vacation homes provider. Bornholmske Feriehuse, which has over 700 homes on its platform, is based out of Bornholm island in Denmark and expected to clock more than 250,000 guest nights in 2022.

The acquisition underlines OYO’s commitment to ‘Invest in Denmark’ towards accelerating the growth of travel and tourism in the market. ‘Invest in Denmark’, an integral part of the Ministry of Foreign Affairs of Denmark helps attract and retain foreign investments in Denmark by providing a customized one-stop service for foreign companies, looking to set up or expand a business in Denmark. During his visit to Denmark, Indian Prime Minister Narendra Modi emphasized on the need to cement India-Denmark ties by exploring ways to expand multifaceted cooperation between the two countries.

OYO already owns brands such as Belvilla (Belvilla by OYO), DanCenter, Traum Ferienwohnungen, among others in Europe through its subsidiaries.  The acquisition in Bornholm will strengthen OYO’s presence in Europe broadly and Denmark specifically.

Voted as Europe’s second best holiday island by the Condé Nast Traveler, Bornholm is one of Europe’s most sought-after holiday islands. Bornholm is called “the sunshine island” due to extended hours of sunlight, the island is also known for its sustainable focus, gourmet food, a fantastic nature comprising kilometer-long white sandy beaches and picturesque cliffs and an exciting history that differs from the rest of Denmark.

OYO has a strong footprint in the Netherlands, Belgium, Germany, Austria, Croatia amongst others. Aligned to this, OYO had recently concluded the acquisition of Europe based company ‘Direct Booker’ which has over 3200 homes and serviced 2 million customers so far.

Speaking on the acquisition, Ritesh Agarwal, founder and group CEO, OYO said: “I feel elated as we welcome Rasmus and integrate Bornholmske Feriehuse under the brand OYO. Bornholm exhibits great potential for tourism in the coming years. We are happy to extend cooperation to the ‘Invest in Denmark’ initiative and work for the development of tourism in Bornholm and Denmark.”

Manchester United fans ‘plan ANOTHER protest’ against under-pressure Glazer family

Manchester United fans ‘plan ANOTHER protest’ against under-pressure Glazer family, with supporters set to ‘REFUSE to enter Old Trafford’ for crunch Liverpool game… just 15 months after stadium invasion saw the same fixture called off

  • Manchester United fans are reportedly set to protest against their owners again
  • Fans could refuse to enter the stadium for Man United’s game against Liverpool
  • Protestors have regularly made their desires for the Glazer family to leave clear
  • Man United have built up £495.7million worth of debt with little to show for it

Several Manchester United fans are threatening to boycott the Red Devils’ game against Liverpool next weekend in protest against the Glazer family, according to a new report.

The game will be United’s next home game, and is the same fixture that was postponed last season after protestors stormed the Old Trafford pitch in May.

This season’s game is unlikely to be at risk of postponement, but, according to The Times, several supporters will refuse to attend the game in an attempt to send another strong message to their under-pressure owners.

United fans have regularly made their desires for the family to leave heard at Old Trafford

Despite the appointment of new manager Erik ten Hag at the start of the summer, United lost 2-1 to Brighton on the Premier League opening weekend and were completely outplayed at Old Trafford against Graham Potter’s side.

Fans have criticised the Glazers for a lack of investment both on and off the pitch, while also bashing the family for poor signings and managerial decisions since the departure of Sir Alex Ferguson.

The protest would see fans remain outside the stadium for the duration of the game and it has gained traction on social media, with ‘#EmptyOldTrafford’ trending on Twitter on Wednesday.

More than 55,000 posts have reportedly been made dedicated to the event, which would be the latest in a series of vocal objections from United’s disillusioned fanbase.

The same fixture was also targeted by supporters at the end of the 2020-21 season. On that occasion, protestors broke into Old Trafford ahead of the clash on Sunday May 2, causing the match to be postponed.

The Glazers took over United in 2005, but their most recent accounts showed a club debt of £495.7million with very little to show for it.

The planned protest is similar to that of Valencia, whose fans stood outside the Mestalla Stadium during their final match of last season in protest against unpopular owner Peter Lim.

United supporters have protested several times against the Galazers in the recent past, with acts ranging from the pitch invasions to walkouts during games.

Anti-Glazer chants can often be heard in the terraces at Old Trafford, and, despite co-chairman Joel Glazer’s efforts to rebuild the relationship between the fans and the hierarchy, it seems it will be a while until everyone is on the same page at Old Trafford.
